The shorthand most consultancies use is “set up an AI Center of Excellence.” That’s one possible operating model component, but a CoE without funding authority, decision rights, or production ownership is a steering committee. Real operating models name who decides, who funds, who builds, who operates, and who answers to the regulator. None of that is the same as standing up a CoE.

The contrarian framing here: most enterprises are stuck running a centralized operating model long after they’ve outgrown it. The center was the right answer at month six. It becomes the bottleneck by month twenty-four. The signal that you’ve outgrown centralized isn’t that the center is failing on quality. It’s that BUs are starting to ship their own shadow AI to route around the center’s queue. When that’s happening, the operating model has already shifted; what’s left is for leadership to recognize it and formalize the federation.
The four decisions that determine whether AI ships
Within any of the three archetypes, four operating-model decisions do most of the work in determining whether AI use cases reach production. Naming the archetype isn’t enough; the decisions inside the archetype are what matter.
Decision 1: Who owns AI decisions, by category?
The categories that need clear ownership are: which use cases get pursued, which get funded, which architecture patterns are standard, which third-party tools are approved, and what governance gates apply. A common failure mode is having a CoE that owns “AI strategy” without owning any of these specific decisions. The CoE then becomes advisory, the BUs decide locally, and the operating model exists on paper.
The right answer maps each category to a specific role and decision body. Use case selection might sit with the BU plus an enterprise prioritization committee. Architecture standards might sit with a central platform team. Governance gates sit with model risk and compliance. The point is that someone is accountable for each category.
Decision 2: How does funding flow?
Funding flow is the most reliable signal of which operating model an enterprise actually runs (regardless of what the org chart says). If AI funding flows through a central pool and BUs request allocations, you’re centralized. If BUs hold AI budgets and the center earns revenue through chargebacks, you’re federated. If BUs fund AI directly with no enterprise involvement, you’re decentralized.
The mistake most enterprises make is decoupling the org chart from the funding model. They draw a federated structure but route all AI funding through the center, which makes the center a de facto centralized function with extra steps. The funding model wins the argument every time.
Decision 3: Where does governance live, and when does it engage?
Governance posture has three sub-decisions: what governance applies, who runs it, and at what point in the lifecycle it engages. The pattern that ships is governance integrated into the build process from week one, with model risk officers, compliance, and legal as participants in architecture review rather than gatekeepers at the end. The pattern that stalls is governance as a final approval gate, which means the team builds something that has to be partially redesigned to clear review.
In regulated industries (FS, healthcare, life sciences), governance is the operating model decision that most often determines time-to-production. A federated model with governance still owned centrally is usually correct in regulated environments. Decision 4: Who operates AI in production, and what do they own?
The operations decision is the one most operating model frameworks skip. Production AI requires a function that monitors model performance, manages drift, runs evaluation cycles, handles incidents, and ships updates. That function has to exist somewhere. If the operating model doesn’t name it, the build team becomes the de facto operations team, which means new builds slow down because the build team is firefighting yesterday’s models. The operating model decision and the enterprise AI capability building plan have to align here, because the operations function is also where in-house AI capability gets built and retained.
Cabin’s stance: the operations decision is where most enterprise AI operating models silently fail. The strategy is clear, the architecture is sound, the governance is documented. Then a model goes into production and nobody owns the runbook. Six months later, the system is running on hope and the original engineers have rotated. When to evolve from one archetype to the next
Operating models are not permanent. The right model at month six is rarely the right model at month thirty-six. Enterprises that treat the operating model as a fixed decision end up either with a center that has become a bottleneck or with sprawl they can’t course-correct.
Three signals indicate the centralized model has run its course:
- The use case backlog is growing faster than the center can deliver. When BUs are waiting more than two quarters for the center to take their use case, the center is no longer the throughput function it was supposed to be.
- Business units are running shadow AI work. Local AI initiatives outside the center’s visibility are a sign the operating model has already federated; what’s left is to formalize it.
- The center spends more time on coordination than on shipping. When more than 40% of central-team capacity is allocated to standards, governance, and BU coordination rather than building, the function has shifted from delivery to oversight. That’s when the federation should be made explicit.
Two signals indicate the federated model has run its course:
- Standards drift across BUs. When two BUs run different model risk processes for the same risk class, or use different evaluation frameworks for the same use case category, the federation is too loose.
- Common infrastructure underused. When the central platform team has built shared tooling that BUs aren’t adopting, either the tooling isn’t fit for purpose or the federation is so loose that BUs are buying their own. Both are signals to either re-tighten the center or move toward genuine decentralization.
The operating model evolution doesn’t have to be all-or-nothing. Some enterprises evolve specific functions (governance, platform, talent development) on different timelines. Governance often stays centralized longest, especially in regulated industries. Talent development often federates earliest, because BUs know their own hiring needs faster than the center can assess them. Treating the evolution as four or five parallel transitions, rather than one big org redesign, tends to produce smoother handoffs.
Six questions to pressure-test your operating model

- Where does AI funding actually flow, regardless of what the org chart says? Funding flow defines the real operating model. If the answer doesn’t match the org chart, the org chart is decorative.
- Who owns each of the five decision categories: use case selection, funding, architecture standards, tool approval, and governance gates? If any category has no owner, that’s where decisions stall.
- At what point in the build lifecycle does governance engage? Week one is correct. Phase two is too late. If governance is a final-approval gate, the model risk review is going to surface architectural rework.
- Who runs AI in production, by name and reporting line? If the answer is “the build team continues to support it,” operations capacity is going to constrain new builds within twelve months.
- What’s the signal that would tell you to evolve the operating model? A real answer names specific quantitative or behavioral triggers (backlog growth, shadow AI, standards drift). A vague answer means the model is treated as permanent.
- If a use case has to ship in a regulated environment under tight time pressure, how does the operating model bend without breaking? Real operating models have an escalation path. Brittle ones force the use case to wait or to route around the structure.
A leadership team that has thought clearly about its operating model can answer all six in concrete terms. A team that has standardized on a CoE-shaped diagram will hedge.
